Qualified in medicine in Dublin in 1980. He has been a consultant physician in the Royal Liverpool University Hospital since 1991, and Professor of Clinical Pharmacology in Liverpool University since 1994. He is a Fellow of the Royal Colleges of Physicians of London and of Ireland, of the Academy of Medical Sciences, and of the British Pharmacological Society. He was awarded a CBE for his services to medicineHe was director of the NIHR Health Technology Assessment (HTA) Programme from January 2004 until December 2015, the largest publicly funded clinical research programme in the UK, eg funding over 50 new trials each year. He continues to have responsibility for other NIHR programmes including the HSDR programme, the PHR programme, the Reviews Programme, and as director of the MRC/NIHR funded Efficacy and Mechanisms Evaluations programme. His interests in clinical pharmacology include adverse effects, prescribing, pharmaceutical policy, and clinical effectiveness and cost-effectiveness.
